The reasoning has been applied that if anyone is going to make a go of a new life in a new nation, they will need to know and understand a number of basic things about it, and a test is the best way to establish this before they are allowed to become a full national. This test devised was - you guessed it - the citizenship test, and now it must be passed, although we are told that there is no intention that it will turn people away, and of course the test can be re-taken until a pass level is achieved.

In addition to the passing of this exam there is usually a more ceremonial part, and this may require giving an oath of allegiance or the like, which might seem very seriously formal but does make one feel a real member of the new country, and is good.
